It's not questionable in a Rugby League stronghold like Sydney or Brisbane for players to attract TPAs. The game is established here and has been for a century and third parties want to be involved.
 
Man I have backed this guy for his effort plays but he was checked out tonight.

I know he set up both our tries, but it wasn't just the missed tackles, he didn't get off his edge other than the first try. He just stood there the whole time. Didn't double defend like you're supposed to at 3rd in. Horrible effort plays from him last 3 weeks.

Praise the lord. He will be added to the list of worst signings for the Tigers. Money for value automatically puts him as the worst Tigers signing ever.

I understand this. Are you saying that Luai would have had the Pepsi PNG TPA if he hadn't have signed with them?
No. But the PNG club themselves (assuming it's all above board) had nothing to do with arranging the TPA.

Just about every TPA who the player plays for would play a role. It only makes sense that a business would approach someone from a club that represents the area the business operates in.

Moses reportedly had an agreement with Parra BMW, would he have that without specifically playing for Parra.

I also heard a report from a clothing brand launching in Australia and NZ were specifically targeting kiwi Storm players. Kiwi because they were launching in NZ, NRL players because they are recognisable in NSW and Qld and Storm players to help with a Vic presence. So in this scenario the fact they play for Storm is one of the specific reasons the company targeted them.

So long as the club doesn't source the TPAs then it is fine. That doesn't mean who the player plays for isn't considered in the arrangement.
