I think you will find that it will go to the team with the higher % so it would be the side who has scored less as their scoring % is higher and it would indicate they are a better all round side.

I think it id decided by paper, scissors, rock. In the classic best of 3 method.

It is an interesting question tho.
 
Yes pretty sure the team that concedes the fewer points is placed higher because they will have a higher percentage (or ratio?) calculation.

For example WT finish with 480pts for, and 400pts against; a difference of +80 points.
Cowboys finish with 550pts for, and 470pts against; also a difference of +80 points.

WT are placed higher because their percentage is higher (480/400=1.2) than the Cowboys (550/470=1.17).

That's how I heard Warren Ryan explain it recently.

But there's not a lot wrong with scissors paper rock!!
