If this constant defaulting on contracts stops it should arrest the rapid rate of increasing player salaries.

Yeah, if he refuses to play the club should make him sit out next year with no football. Don't release him. His contract was low enough that it won't be a huge impact.
Actions like this need to have impacting consequences
If he refuses to play, the club should be able to stand him down without pay.

Maybe, but that may trigger some sort of contract cancellation clause which would allow him to sign with the seabirds next year.
NRL usually sides with the players in these circumstances. V'landeys may have a different opinion
