Certainly not unless the board has delegated full authority which wouldnt happen.
Owners decide the board, board decides the chairman.
Board then act on the decisions based on the plan of the owners (obviously most of this stuff is delegated below eg. a CEO, Head of Football Performance)
Whether this decision even reached the board, or whether the CEO had the authority to create the job position and subsequently fill it with one T. Sheens we will never know i guess.
Circling back - you might find whats important to the Board (re: Owners) is Commercial Viability and winning football games might not be as important.
