Not in the Lote case and this is what delayed the signing - the NRL needed to approve XBlades to be exempt so that a competitor couldnt come in and sign Lote to wear their boots.
The report in the Herald was wrong, Blades didnt delay anything, the NRL delayed it by trying to stop Blades - all went through ok though.
Lote will only be in the salary cap at around 120-150k in 2010 mark my words.
