I wouldn't so much say that Australia or those who voted against him are clean. Pretty sure Australia had paid 500,000 to Jack Warner in terms for his vote during the voting process if I am correct. I just think Blatter has them where he wants them provides enough funds for their countries and that's that.

For too long this man has seen power and has brought the game through the mud. He is too stubborn to leave on his own accord and the fact that everyone is still keeping him in, says alot about the world we live in today. How Qatar got the world cup is beyond a joke, the fact that we KNOW that it was bought an rigged basically yet we will never get a new vote or the fact that the european seasons will need to change their seasons just for this is an outrage and a joke. He has ruined the game no end to suit his own personal agenda and most likely his back pocket. He needs to be taken down and removed from the sport ASAP before more unimaginable things occur.

Not needed to run FIFA. You just need to be able to defend decisions that could clearly have only been made by the exchange of large sums of money.

Not just that. If you've spent your life knee deep in corruption the last thing you need is new management.

IIRC though TCW, Our payment was for development leagues in the CONCACAF region (the Carribean region I think it was.) Did Jack Warner even vote for us?

I agree on all points with your second paragraph. He's a cancer.

CB, I heard this, but I have a funny feeling that it was never used for this purpose. Either way the fact that countries are paying for the right to get a bid is a ludicrous and absolutely naive. In no way shape or form should their ever be the need to use money to get votes for an advantage. That's probably what all countries do of course however should never occur. It's a bit of a joke it took this long to come out though I must say, it's been happening for years I am sure of it.
 
The cynic in me would say the money wasn't appropriated the way it was meant to be. I'm am certain that we are not as naive as we made ourselves out to be for the bidding process.

The official line from FIFA I would gather would be investing in junior development in developing countries would hold countries in better stead for hosting the World Cup (e.g. buying goodwill.)

Look at Qatar, building air conditioned, demountable stadia to be relocated to developing African nations:

"Half our population is starving and/or engulfed in war, but thanks for the air conditioned stadium. Most of our kids can't afford a football, but they have a stadium to play in now!"
