They do all go through the NRL - all TPAs are reported and ratified by the NRL. So are all contracts, registered with NRL. NRL knows exactly who is getting what.
If you are talking about the unofficial "shadowy" brown paper bag backdoor carpark deals, there's nothing the NRL can do without evidence.
If I choose to "gift" Harry Grant a brand new house and I have no official affiliation with the Tigers apart from being a fan, there's nothing the NRL can do. Any club with heavy-hitting supporters are going to see that clout impact the roster.
It's like Rusty flying kids up to his property at Nana Glen and showing them his oscars, when Pascoe asks the same kid to come to the demountables and they can have a popper whilst they wait. It's not a perfectly even comp and we should never expect it.
Roosters will see their empire fall, it's inevitable, people will move on, players retire, they won't be able to sustain the magic roster year on year.
