They do all go through the NRL - all TPAs are reported and ratified by the NRL. So are all contracts, registered with NRL. NRL knows exactly who is getting what.

If I choose to "gift" Harry Grant a brand new house and I have no official affiliation with the Tigers apart from being a fan, there's nothing the NRL can do. Any club with heavy-hitting supporters are going to see that clout impact the roster.
Hold on... that is only idealistic and simply not real life!
A proper TPA exists so that the player can market themselves, regardless of team.
So, in your example the brand new house is a gift from a fan of Harry Grant the NRL star, irrespective of who he plays for.
But we know that's not how the gift works.
In reality, Harry Grant would only get that brand new house on the condition that he plays for WT. And it's not from just a fan; it comes from a corporation who is not at all at arms length from employees of the club. But we all know this! @jirskyr you are not that naIve... come on!
I don't understand? What I am saying is NRL can't do anything about it if it's not a club sponsor or direct affiliate.
Well that is just untrue as it breaches TPA rules.
The NRL won’t do anything in certain circumstances, but they can!
James Roberts signing at Brisbane for well below his market value was a prime example of the TPA rule being circumvented in a manner which allows the NRL to turn a blind eye. But it is exploitation and clear flouting of the rules.
Call it gifts, call it benefits, call it payments - it’s all the same.
Some clubs have systems or have nurtured their wealthy affiliates and are just allowed to do it. Some haven’t.
It’s a rort plain and simple.
