Of course all 15 teams aren't going for every player, but the point is you will never know exactly who did or did not try to sign a player, and therefore it could be any of the 15, or just 1 of them. Or, because the media might speculate about a club, the fans assume the club is actually negotiating or involved in a bid, when it may be nothing of the sort.
So for example this DWZ thing: the Bulldogs said officially that Tigers made an inquiry about his contract position and nothing further has happened. Media has gone ahead and reported/speculated that Tigers are trying to sign DWZ and Bulldogs would offer some freight. That may or may not be true. It may simply be that Tigers have rung around several clubs about several backs to gauge what their overall options are, and DWZ is just one of many potential names.
Now if DWZ ends up not leaving Bulldogs, does that mean Tigers missed out? It may have only ever been a phone call inquiry. It would be like saying I missed out on a house because I phone the real estate agent about it one time. Or even that I missed out on the house because I went to the inspection but didn't go to the auction.
