Seems like an incredibly stupid and naive question. Surely all clubs have known what the rules are for some time. We do what we can to get someone from outside and then promote someone like Pauga if necessary

But all the players are in the same bubble in Queensland. We probably wouldn't be asking to bring in someone from outside. If it was a promotion of a junior even then Pauga is already with us up there in any case. So not sure what difference it makes, just that we're stalling
It's not about who is in the bubble, it is about who moves into the top 30 in regards to player payments etc.
I believe the teams in QLD are made up of 30 players plus 11 staff 41 in total.
We took up 29 players and 12 staff + truck load of equipment .
+ Robbie didn't go into bubble so didn't travel to QLD.
Why would we take 12 staff if that locks out player 30? (If there was any immediate signings)
TPJ is elligible to play in round 20. Given he makes a switch.

After sustaining an ACL tear earlier this year, Kepaoa is moving through rehab programs as expected is and is currently working through an intense strengthening program. He will return to running in the next four to six weeks as he eyes off a return in time for the start of the 2022 season.
Packer is continuing to work through his knee injury with a gradual increase in his running load at the moment, while Musgrove has been unsuccessful in a conservative management plan for his foot fracture — progressing him to a surgical repair and a non-weight bearing program for the next four weeks.
Oh well, rolled the dice with Musgrove and came up snake eyes. Geez I hope we get some value out of this guy, else he could make Nofoaluma's similarly long extension look like a bargain in comparison.
