This story by Roy Masters seems to sum up the current background to the Joint Venture.

I have been posting on this Forum for years, that the biggest problem Wests Tigers has to solve is the Joint Venture. There does not appear to be any responsibility taken by any of the board or employees of the Joint Venture for reaching a level of achievements in their job to guarantee the success of the entity. The CEO, who tried to set Key Performance Indicators for employees, was sacked by the board.
The only solution I can see is the formation of a limited company, where all of the stake-holders, employees and players have to meet minimum levels of success or they are removed. Wests Tigers shares should be available to the fans, so they have a financial interest, if they wish.
