They're not going to "exclude" or "not invite" teams. The bad PR is not worth it. At best they will just let the basket case clubs slide off. In any case I think the league can handle more teams if it was done correctly.

I disagree. The PR is just short term and the game will move forward. The reason being is that the product is just too good to stay down for too long. Super League proved it.
Let's take Souths for example. If the NRL appealed and Souths were not allowed back in the comp, 10 years down the track, who would care? We would probably have a 16 team comp with the addition of the Gold Coast and perhaps Perth or a second Brisbane team. The game would have been stronger, but with tremendous short sightedness, the NRL took the soft outcome to avoid a few thousand people protesting down George Street, many of which barely attend attend a rugby league match. Yet we have people in regional growth areas screaming for a team.
Another example is North Sydney. We have all forgotten North Sydney and they have reinvented themselves as the Central Coast - a good thing for the game if they enter the competition. We only have to look at our own club. Apart from a few diehards, who cares about Balmain and Western Suburbs? Admittedly, our merger may need a little tweaking, but overall it is another decision that has been good for the game.
The thing about North Sydney and Wests Tigers is that the decisions arose out of hardship, yet those who made the important decisions looked beyond the short term and towards the overall benefit to the game. Of course there was self interest and survival instinct, but this is what needs to occur now. The inner city clubs need to show how they add more value to the competition over opportunities in areas such as Central Coast, Perth, Central Qld etc…
