I don't think that's what's being suggested, just that they are making a contribution (of say $200K-$250K/year) for the remaining years of his contract (2019 and 2020).
I find that pretty appalling.
Panthers want Cleary but yet do not want to pay him his full worth for the season.
Yet we are stuck paying part of his contract for the next 2 years.
I couldn’t care less about compensation as I thought we were Buckley’s to recieve anything extra but not even to get the contract bought out.

No that's not what I meant and not what will happen. We will not pay Cleary a cent under any circumstances. Penrith will likely pay compensation of $200K-$250K/year to us for the last 2 years of Cleary's contract.
There is no buying out of the contract. The contract is between Cleary and the Tigers. What needs to be negotiated is the terms of the release. He will sign an entirely new contract with Penrith. If they're paying the Tigers compensation over the first 2 years of his contract it's probably not going to be as high a salary as it might have been for Cleary over those years. So to use the media figures if he's to be signed for 5 years at $5 million it will probably come down to $750K, $750K, $1 million, $1 million, $1 million of actual salary over the 5 years. He's still making more for the first 2 years than he would have been an the Tigers but not as much as in the later years because the club is having to stump up cash for their mutual treachery.
