Penrith Panthers chief executive Justin Pascoe has emerged as the frontrunner to take over as boss of the embattled Wests Tigers.

Fairfax Media understands the Tigers are closing in on a decision which could be announced as early as this week. It is understood Pascoe and the Tigers are putting the finishing touches on the finer details of the agreement before both parties can make a final decision.

Pascoe was one of five people interviewed by the Tigers board last week and made the shortlist of two candidates after the club received about 160 applications. It is understood the other person under consideration is from outside rugby league but has a sports background. Former NSW premier Barry O'Farrell was not among the candidates.

The Tigers have been without a full-time chief executive since Grant Mayer resigned in June. The club's general manager of football Phil Moss has been the club's interim boss since Mayer's departure after two years in the role. Moss was interviewed for the full-time role.

Tigers chairwoman Marina Go was non-committal about who was in contention for the position. "There has been lots of speculation about who the club will appoint as chief executive," Go said. "There was a choice from a number of high-calibre candidates. We look forward to making a decision soon."

Pascoe is chief executive of the Panthers NRL team. He was appointed last August and has worked with the club's general manager of football Phil Gould and Panthers group chief executive Warren Wilson. Pascoe spent a week at Harvard University earlier this year on a fact-finding mission to help develop the club's brand.

Pascoe was the chief commercial officer at the Panthers before he was appointed chief executive. During his tour of the US, Pascoe was also taken on a behind-the-scenes tour of Boston Red Sox's Fenway Park.

He worked as general manager of strategy and sales at the Western Bulldogs and spent time working in Los Angeles. It is hoped the new chief executive will start when the
Tigers return to pre-season training in November.

The announcement of a new boss could not come at a better time for the Tigers who have been engulfed by off-field dramas in recent weeks. One of the first situations the incoming chief executive would need to manage is Robbie Farah's contract.

While coach Jason Taylor has given Farah permission to negotiate with rival clubs at the end of the season, it remains to be seen if Farah will depart the club. Farah has two years remaining on his contract, meaning the new chief executive may be forced to mend the relationship between Taylor and Farah should both front up for pre-season training.

Farah's manager Sam Ayoub, asked about the possibility of Farah staying put at Concord, told AAP: "To be honest, that's a question you'd have to ask the Tigers. He's got a contract and as far as we're concerned, he's there."

The Tigers are coming off a rousing 50-16 triumph over the Warriors at Campbelltown Sports Stadium. After a tumultuous week, Farah could hardly have sent a stronger message to club management with a try and the last hand in three others.

They can ensure they avoid the dreaded wooden spoon if they beat St George Illawarra at ANZ Stadium on Saturday night.

Penrith have been doing all the right things off the field for the last 2 or 3 yrs, so i wouldn't object to anyone from their club making the switch to us.

Yes that is on the field, off the field they are now one of the wealthiest clubs and are able to sign decent players. Merrin will be heading their way next year and they had a tough run with injuries this year, Moylan and Soward both missed the majority of the season.

Wests Tigers are so fortunate that they did not have anywhere at all the number of injuries as Penrith has had this season.

It's a good point, but when you think about it, the clubs are similar:

Large geographical area
Large numbers of juniors
Support from a large leagues club
Reginal club characteristics (Penrith is a regional club rather than a Sydney based club, Wests have Campbelltown).

I dont know this guy that well but i do know Gould. he seems unhappy with how Penrith are going and a little too willing to get rid of guys ie Moss and now Pascoe.

Add the rumour that Cleary is on the outer and this picking up of Penrith rejects by our board is a concern. Its like when we used to sign all their average bench players and announce them as great signings.Thats never worked too well.

Sorry he could be a great CEO i just have little faith in this board to make the right decision, their track record isnt that flash.

We have Moss and Taylor on our books to look after the football operations,the new CEO although responsible for the overall running of the club,his main focus will be to generate bigger and better revenue streams for the club. This guy seems to be pretty smart,but like others, why is he leaving the Penny's after such a short stint??

Anyway we need a new man asap, Taylor can not be our go to man with media every time we have drama because at present it is not working and our brand name is taking a hit

Injuries have derailed there season thats why they are battling for the spoon. They have 6 starters injured

They get a bit more leeway given they were 6 points from a GF last season.

I am not attacking you personally, but I do fine this line of argument a bit inconsistent.

What I heard from the forum, when Tigers had terrible injury concerns for consecutive seasons, was that it was unfortunate but the coaching staff should have better injury management. Some people were of the opinion that many injuries were freak incidents, but the majority thought we had poor injury management as a result of ordinary facilities and inexperienced staff.

In the last 2 years we've overhauled our medical and injury management, as well as S&C. 2015 was definitely one of the better years for injuries, so entirely plausible that the changes are reaping rewards.

So I'm cool if you want to excuse Penrith for poor performances based on injury tolls. But please also apply this rule to the previous WT seasons that were also cruelled by injury, like the ones where we lost Marshall for 3/4 of the year, or where Lawrence d/l his hip, or where Tuiaki's and Dwyer's careers were ended.

The statement should be something like: "Only 3 finals appearances in 16 years, not good enough, though 8 of those seasons carried heavy injury tolls".

Or, if results are really all that counts, then Penrith are not doing so well over the last 15 years. VERY similar to us, in fact, though they made the finals more recently than we did.

i said this in another thread as well.

the panthers look like they are on the cusp of something great but so far they haven't shown us anything. their crowd and membership numbers are just as bad. on field results bad. they even have a massive RL figure to advertise. we have no one.

they started this 5 years ago and don't have much to show for it yet. the model looks good but results are due.

Would be interesting to know why he is leaving the Panthers.
He has only been there for 12 months.
They have just paid for him to go on a fact finding missing to Harvard to help develop their brand as well as checking out the operations of the Boston Red Sox and now he is applying for a job with us.
Unless he is a very very good friend of Mosses I just can't see why he wants to leave. Unless of course he is being persuaded to leave.

Maybe money? ?? Who knows?. Maybe Gus doesn't allow him enough control of the club add s CEO would expect. We bloody well need one though.
