I know they discourage clubs doing it after the Gasnier fiasco. They can ask clubs to change the way the contract is or not register them if they think it is a problem long term for the club. However I don't think they have banned clubs from doing it within reason.
 
I'm not sure they're "banned", but I know they have something called a notional value, which means you can't sign someone for well under their value even if you will back-end them for subsequent seasons. There was talk about it stopping Ben Teo joining the Broncs next year.
