Which seems counter to the ICAC investigating whether her dealings (funding/grants to an electorate when she was in a relationship with the member for that electorate at the time) breached public trust/amounted to corruption.

No. It's more the (alleged) interventions in multi-million dollar (taxpayer-funded) grants with the guy (disgraced former member of parliament) she was shagging. The shagging itself is a non-issue.
