I like shoulder charges but when they go wrong they should be punished. Running in like that at speed and jumping and pushing upward into the head is every bit as dangerous as a swinging arm. The fact a shoulder charge to the head might only get 1-2 and a swinging arm 4-5 is ridiculous.
To save the shoulder charge the penalty for one gone wrong needs to become more severe, then players will have to time and execute them properly.
