Have to say im not keen on it from the club and fan perspective however I suppose this is just a more extreme example of the TPA being independent of club and up to player and manager. Thats always been the mantra of the NRL and let's face it, clubs have been whacked for getting involved in TPA's.
Having said that now example has been set, they cant complain when, let's say I like scotch eggs (and I do) and I organise a TPA promoting scotch eggs in UK with a bit of Oz promotion as well, whilst I play with whatever NRL club, it's independent of the club and its a private commercial arrangement between player - manager- promoter.
