Nothing has really changed in that dept ..exemptions were needed in the past to play players outside the 25 ..now they will be needed for players outside the NRL squads...

Lets say Reynolds is injured, and it's brooks and marshall in the halves.
Lets then say brooks is in horrible form goes back to state cup, and gamble comes in.
Lets THEN say benji goes back to his old ways throwing the ball into touch, missing tackles, and not finding touch on the full. Cleary wants to now drop Marshall - but can't -
because Meanwhile Brooks is still struggling in reggies.
Do the NRL say to us - oooh, sorry Tigers. you must play marshall or promote brooks….
Meanwhile Drinkwater (who's outside our 30) is hypothetically looking like the second coming of cooper cronk - and we can't play him.
As absurd as it sounds, it means we can't always pick the players we want.

Doesn't matter who Form is not allowable as an Exemption to play players outside the NRL squad…
The NRL would say exactly that...Liddle played that year against the dogs because Farah and Ballin were unavailable through injury ...
