Moses is appealing is he not? So could be over turned. Sorry but until all appeals processes are finished it will be business as normal.

Even if he is de registered what’s to stop him doing a Flanagan and working behind the scenes?

I heard om the radio that he had up to 100 NRL players on his books, even at a rough average salary of $200K.
That's $20Mill of talent, then take his 5% that's $1mill, not a bad income for being a lying sleaze bag.

Nothing . I’m pretty sure the Orr brothers do that . And there was a manager suspended in the Storm fiasco who does the same thing . Players are allocated to pre approved accredited agents employed by the agency.
I’m pretty sure it’s a restraint of trade to ban companies .

No - The NRL would be entitled as the Organisation running the Comp to set their own Rules re Suppliers (eg Licensing etc) They'd require only Accredited people to participate as Player Agents. The Question is, "What is the Selection Criteria that Player Agent's have to meet in order to be considered for accreditation?"
"Sleaze Bags need not apply", is a restraint of trade if the said "sleaze bag" meets the Selection Criteria!

Yea but I’m saying the only way to get him out of the game would be to ban any agency that has an association with him, which would be a restraint of trade ... surely. Which goes to the point , that he’s gonna be real hard to weed blokes like him out
 
I don't think the NRL has dug deep enough on this guy. If i recall he was heavily involved with the Storm cap cheating also? Surely there are other things they could investigate him on besides this one thing.

Not necessarily. Depending on the Criteria it is often the case that a Firm is required to submit a list of qualified employees to support their accreditation. e.g A Training Organisation seeking Registration must submit names and quals of their training staff to meet the necessary criteria for accreditation. In the NRL I would imagine that Red Flags like Moses would be easy to spot and what Agency would want to risk being busted by having that scumbag floating around in the background?
