NRL announces new disciplinary measures to tackle 'cultural crisis'

The NRL means business this off-season and in one swift display rugby league’s governing body dropped the hammer on two separate clubs.

Wests Tigers CEO Justin Pascoe has been deregistered for his role in a salary cap scandal involving Robbie Farah.

An investigation into alleged salary cap breaches by the Tigers revealed the Tigers had agreed in 2016 to pay Robbie Farah more than $400,000 over four years to return to the club in an ambassador role. The money was not included in the club’s salary cap.

The decision surrounding the Tigers’ breach is a complicated one because of the nature of the agreement with Farah for an ambassadorial position with the club following his expected retirement at the end of 2019.

The $400,000 deal was reportedly promised to Farah by Pascoe during Farah’s messy exit from the club two years ago when he left to join the Rabbitohs. Farah was eventually released by South Sydney to return to the Tigers in June and remains contracted through to the end of next season.

The Wests Tigers have also been fined $750,000 following the investigation and its findings. Pascoe and the Tigers have until January to respond to the breach notices, as does Flanagan.

Further to the fine, the Tigers will also be penalised $639,000 of their 2019 salary cap — the full value of the ambassadorial agreement.

“We have obtained documents which show that the club entered an agreement to pay Robbie Farah to act as an ambassador at the club when he retires from playing,” Greenberg said. “This agreement was signed in 2016, at the same time Robbie left the club to join the Rabbitohs.

“The game’s rules are very, very clear on these arrangements. “Any commitment to make such a payment should have been disclosed and should have been included in the salary cap. The club failed to do this.

“The club then compounded its conduct by submitting a misleading application to the NRL in relation to the salary cap treatment of money paid to Robbie when he left the club.”

Tigers reportedly claim the agreement was simply an innocent misunderstanding.
Pascoe reportedly claims the club was unaware it had to declare the $400,000 deal because it surrounds Farah’s future at the club as a life member and premiership winner at the joint-venture club.

The Tigers responded to the damning report and notices handed down to the club with a statement in which they expressed their “shock” over the findings.

“It is an arrangement that Wests Tigers had with Robbie that is unrelated to his career as a player. The club does not know if he is going to take it up and Robbie has not indicated his intention in return.

“The reason the ambassadorship was offered in November 2015 is that then new CEO Justin Pascoe felt that the club had disrespected Robbie and this was a way to show him the respect that Justin felt he deserved as a Life Member and club legend due to the overwhelming support Robbie had at the time from Members and fans.

“Most importantly Wests Tigers derive absolutely no advantage from this arrangement. It is not tied in any way to Robbie’s playing contract.

“Wests Tigers are particularly concerned about the wrongful attack on the integrity of the club’s CEO. For the last three years Justin has shown nothing but respect for the NRL and the salary cap.

“The club will be vigorously defending this.”

Is that worth the sacking of Pascoe plus $!.5 million dollars in fines? Definitely not. This will lead to the hypocital Greenburg's deserved demise in NRL. Hit him Tigers!
 
I'm up for a rally. I understand if this was a repeat offence as in the case of flanagan, but for a club who has turned around and respected all the NRL policies (to the point of going beyond them to better communities) this is just a slap in the face.

It's not even a clear cut case of salary cap rotting like manly or the sharks!!!

Greenburg has overreached big time here.
 
Aren’t Manly still waiting for punishment for salary cap breaches, will be swept under the carpet with the Tigersin the news again

This goes against everything the Tigers have been saying and also in the release today…something is smelly about this. I find it interesting the NRL have told Pascoe he can't talk to anyone at the club ! I thought he was an employee of the club and after all they are his employer and employment laws are in place. The Tigers have to take this right up to the NRL even legal action,this might have just opened the pandoras box the NRL never wanted opened ,get it in court and bring in the rest of the clubs for independent audits. Greenberg is truly a light weight!Time to fight TIGERS ..I would go as far as getting an injunction to block the start of next season in the courts! :sign:

This is where we need some powerful and well off supporters to majority fund the legal challenge. Will Harry T open his wallet? There are a couple of other high profile supporters whose names escape me at this time who could help out too.

Its time to go beyond NRL land now and open the NRL workings to court.

Could Farah's return to the club last year spark the interest of the NRL?

Unless we are paying him significantly less than market value and agreed to pay him overs in this ambassador role (When he is not under the salary cap) i cannot see an issue with this.

This is exactly what needs to happen get it in the courts and bring in the rest of the clubs .Our club has to fight this and hard time for a real wake up call for the NRL.

Who's to say we didn't release him to Souths to free up salary cap space with the intention of him returning in 2019 at a reduced rate with a previous promise of a job after retirement.

I know that is not true but they are the theories people would be spouting if this was another club in this situation.

I cant express my utter disbelief in the NRL without using swear words…IN CAPITALS....and **BOLD**.

The only fathomable explanation in this is that Greenberg has some personal issues or concerns about Pascoe.

I hope the board stands by Pascoe and they fight it. Or worst case he is welcomed back to the club with open arms in the near future.

I also think this spells the end for Greenberg. Can't wait to hear the general consensus of footy fans away from this forum.
