Labor came up with the idea and started it.When Abbott got into power he decided it was going to be too expensive and not needed and told Turnbull to keep the name and come up with something cheaper and not as good.This is what we ended up with and it is no cheaper than what Labor was bringing in.
The only person who is ultimately to blame is Abbott as Turnbull only did what he was told by his PM.Abbott is a man who probably would have been against the development of the wheel if he had been alive at the time.A complete Luddite
