Would need an occupation certificate and I don't think you can get one until it is fully finished.

It’s hard to understand how bad the impacts of COVID is down in Sydney living in QLD where we’re lucky to be relatively unaffected by comparison but I’ve got suppliers of product in Sydney who are really struggling to maintain a workforce despite being deemed essential. I could only imagine the builder would be pulling their hair out, but in fairness not too much they can do.
