when NRL loans come due Balmain can’t repay and the NRL arranges a restructure whereby Wests repays the debt to the NRL and take a large ownership (not sure the number, maybe 80% or 90%). Wests is quite reasonable with the Balmain side of the JV despite the bad blood and gives them the right to appoint members to the board in return for ultimately folding into part of the Wests Group.
wests MacArthur at this point basically exits the JV and hands back their 5% ownership. Wests Ashfield and Macaurthur had been seperate entities for 20yrs or so. Whilst Wests Macaurthur remains aligned with the Wests Tigers through its contributions/management of the juniors in that area there is no formal role for Wests MacArthur in the NRL team.
In summary:
wests and Balmain factionalism is basically dead at board level. Wests is a more or less benevolent owner of the NRL club and now includes the Balmain catchment as part of its overall mandate to support rugby league
Wests MacArthur isn’t interested in being involved in the NRL club. I’m unsure how this plays out with regard to the team playing at Campbelltown ie does Wests Ashfield (the club owner) still care much about the Campbelltown area given that side of Wests was separated a long time ago?
It seems to me that the whole narrative of Balmain vs Wests is basically a non issue now. Is that correct? What is the relationship between wests MacArthur and wests Ashfield?

That is kind of the gist of it all, you skipped a couple of things and have the timeframes all wrong but your end result is just about right.
Wests Magpies Pty Ltd own 90% of the Wests Tigers (Wests Magpies Pty Ltd is 66% Wests Ashfield and 33% Wests Magpies Football club
Balmain Tigers Football club own 10%
The issue to me is not so much between Wests and Balmain anymore, I have concerns around who is on the board, how they are nominated for the board, there being no mechanism for them to be removed from the board and the lack transparency around the board.

Board don't even get paid for their position. If I ain't getting paid I ain't fronting the media.
Ultimately they are decision makers and the work is already done for their decision. Lee goes above and beyond often too his detriment

The easiest decision would have been sack Madge. Whilst I wanted Madge replaced with someone better, Im glad to see the Club stick to their guns and the long haul. Hope they are right.
