Pay Sullivan $550k as a 14 is a Horrible decision.

That said, yea there are players who I would hire in a second to play 14.
Craig Wing, later in his career was a ballistic 14 and got an Origin selection based off his versatility and try scoring ability at 14.
Tabilo Fistio... ok the Hammer owned the role at the Cowboys. Versatile gun, could rip up the opposition when they were set up against the normal Cowboy squad.
Ben Barba did a similar role at the Bulldogs.

Any of those 3, in their respective primes - Barba's idiocracy would be awesome as 14.

why 14 and not 1 or a center? Some players have lower energy, but very fast movers. Bringing them at 14 means the opposition is a little more tired and they just exploit that. Also good for a versatile player who isn't the best defender as they can jump into the existing squad for injuries and just mix stuff up.

We really don't have a player like this. The closest would be an in form Doueihi or AJ Kepaoa. Maybe Sullivan can do this, but from what I have seen he isn't that kind of player. Fainu is a possibility.

He's achieved nothing and would surely be on no more than 400k as a NSW cup half with potential to kick on in the NRL

You had me until you compared Douhy and Flippers to Ben Barba, Craig Wing and the Hammer the last two played origin.

Very similar to my grandfathers story. Caught with the polish resistance sent to a pow camp. Ended up here. Unfortunately the damage was done and he wasn't a very nice bloke after his experiences.
