If that's the goal they should just skip the stepping stone and go straight there. Quarantining for only half an infectious period is totally pointless.

You would think the chance of acquiring covid isolating at home than in a hotel with other return travellers on arrival would be less in those circumstances..

Bear in mind that the people involved will be double vaccinated. That is a different scenario to today's quarantine where people could be either not vaccinated, have had a single dose or be double vaccinated. I think it's good to trial different scenarios.
