Depends which club. Roosters, Bulldogs and Broncos TPAs are virtually guaranteed. Players know if their cap hit is lower the surrounding talent is better.

There is still the market rate for players, you can't do a Darren Lockyer any more and take minimal contract.

Also I recall Roosters having issues with TPAs falling through - anyone help out with specifics?
