Because players seem to be going to clubs for less money because it's not all about money despite what some parts of the media will have us believe. Jack Bird had $1 million thrown at him from Newcastle and ended up at Brisbane on less. Moses the same.

Arana Taumata is probably closer to reality
Too many clubs , not enough play makers , none of whom at this stage looking at our current 2018 playing roster would risk their careers here
