A club signing a player is prohibited from making an announcement until the cooling off period has expired

My understanding is that the only restriction is clubs announcing new signings, there is no restriction on announcing re-signings, as there is also no restriction stopping the players themselves, their family, friends, player managers or current clubs (like Cronulla and Bird) from leaking the information, so you will get occasions when it is reported a player has signed with a club from numerous outlets but the new club cant announce it officially for 2 weeks, similar to McQueen where it was widely reported he had signed well before the announcement.
