Parramatta Cap Investigation..

They are saying if Choc retires that will go along way to getting their books back in order, I thought when Fulton was forced to retire his contract money still had some cap implications????

An horrendous day for the Eels just got worse.

New developments for the club with news Parramatta is reportedly still over the cap by over $500K for this season. As a result they will not be able to start playing for points until they get under the cap.

“[They] will … accrue points as soon as it makes the necessary changes to comply with the cap and I genuinely hope that is very soon,” said NRL boss Todd Greenberg.

"We cannot allow any club to continually thumb its nose at the salary cap."

Powerhouse prop Junior Paulo is off to Canberra next season, while Ryan Morgan has been linked to a mid-season move to Melbourne.

Players off-contract next year include Danny Wicks, Issac De Gois, Cameron King and James Hasson.

Also, Anthony Watmough may be forced into early retirement with a knee injury, which may alleviate the cap.

The NRL stressed these are preliminary findings and the club and officials will be given a reasonable time to respond to the proposed penalties.

choc will not retire or he will lose the remainder of his contract, so the eels cant even sack him.

Any club that was willing to give no knees Watmough a 4 yr contract deserves everything they get.

The Eels have been quite slippery. Now most would understand why Wests Tigers management had been so very careful over the past year or two to ensure that the club did not breach the Cap no matter how desperate the club was for new players.

Parramatta are starting to make the Wests Tigers look good…......................hold on a moment :roll

Are you saying that Wests Tigers should have followed the same path which Parramatta chose to follow?

No, what I was saying was given how the media continually portray the Wests Tigers as a basket case that Parramatta's actions have made the Tigers look good in comparison!!

You are correct Top Tiger Parramatta have gone through 25 directors, six CEOs and four coaches in the last seven years. Wests Tigers problems pale into some insignificance compared to Parramatta's debacle. My apologies for the misunderstanding.

Just a few thoughts on the matter:
- What happens if other teams decide they don't want to help Parramatta out so nobody is interested in taking players off their hands to get them under the cap?
- What happens to the teams that have to play an over the cap Parramatta twice this year whilst others only play them once?
- What if in Round 26 the Warriors have to beat an over the cap Parramatta side to make the finals?
- What if Parramatta had won the Premiership last year, would they have been stripped of it? If so that would have been 3 years out of the last 9 with stripped titles.

The whole thing is just such a messy situation.

Are the NRL doing enough to prevent salary cap cheating from happening? I'm not talking about reactionary punishment to set an example, I mean do they have a good enough system in place to ensure it doesn't happen?

It shows how unfair the NRL is when some teams play one team more than others. You could have a year when every one of your "two team" opponents are top 8 sides.

They don't have the means to police it effectively. If you look at how government departments try to guard against corruption at the top secret level and up they have employees hand across all their bank details and those of their immediate family members. They also have employees make declarations as to financial interests. As the government they have the capacity to audit bank accounts and asset registers to look for irregularities. Even then corruption can go undetected where expensive "gifts" are given or where for example large expenses (such as private school fees) are paid by a third party. The NRL are way behind in terms of the methods of investigation open to them and really have no chance of effectively policing rorting at low levels, they probably have to rely largely on whistle blowers or dumb luck to uncover it.

When it gets to a larger scale like Parramatta who were making obviously dubious signings like the Scott signing following from Watmough then they can launch a targeted investigation (knowing there is likely to be something going on, and knowing roughly which players are likely to be involved). They then just have to take out the big stick when they uncover it. Reactionary is generally the only way to be with these things given how insidious they are.

On the 12 point penalty, and I know this won't be popular, if they were cap compliant this year I wouldn't have had an issue with them being docked the points with some slim hope of making the finals.

However by all reports they aren't and it is a weak penalty if that is the case, they should not be allowed to accrue points at all, and be forced to shed players to become cap compliant. I hate Pawwa almost as much as I hate Easts, but it really just does suck for their fans who will be urged ad nauseam to shell out their hard earned and continue to turn up when they're buckleys chance to reach the finals from here.

According to Greenburg they won't be allowed to accrue any points until they can prove the are Cap compliant for 2016…

"The club will be able to accrue points as soon as it makes the necessary changes to comply with the cap and I genuinely hope that is very soon. We will assist in that process wherever possible."

Unless that happens in the next week and a half they will be playing for 0 points until they are compliant...

Got what they deserved IMO. Good to see the board being cleaned out too.

Maybe they should just have to drop from their list the last player(s) signed to get under the cap. Then the player could sue them directly. Messy, but would get the job done. That'd be Jennings right?

Previous points that Eels have scored against teams this year, should not be counted.
Therefore removing them from the against tally of teams they have played so far.
