That's pretty much the crux of the matter. You can't offer post contract guaranteed money. It was always going to be cap liable.
How did the NRL find out - must have been someone with a gripe against the club.
I actually think Robbie himself mentioned it in a media article mid year when he came over to us. At the time I thought that was incredibly dumb.

I blame Cleary!
He could of cleaned up this mess by including it in last years cap.
Who says we didn’t plan on including it in the 2020 cap, would make the most sense since that would be the year he is doing his ambassador role. And what happens after that. 5 years on and Robbie continues in his ambassador role will that be included it that years cap. What about Halatal, Santo, Fulton?

If pascoe has mentioned it in articles, then its not a far reach to say that he thought it was included. Maybe it was reported up to him wrong.
