What constitutes a development player - someone who has not played NRL or what is the requirement?

From what I heard we enquired about Gordon months ago (before Teddy was confirmed as gone), and his response was lukewarm. We then looked elsewhere, ie Lolohea.
I'd be amazed if Hooper wasn't just rehashing an old story to get clicks.

I don't know but I'd imagine someone around 20 and yet to play NRL. A player you are developing for the future so therefore giving experience and opportunity to be a full time footballer.

I don't think he's that bad. He seemed to hit them pretty well last week.

I feel the cowboys decide to unload Ethan Lowe I would take him anyway. He is a hard runner who can play lock and is a very good goal kicker. But, If the Rooster want to make Tuakeaho leave then I would definitely take him. Young, big body and can also goal kick.

Last time Guerra scored a double was 10 years ago, We are so pathetic we make crap players look good.
 
The reality is we have players in our NRL team who may make the interchange of the Rooster's ISP feeder team. The gap due to talent, experience and age is enormous but that is being addressed by Cleary. However, the Roosters can always pick the eyes out of the junior talent at carnivals etc because of $. The NRL needs to address this issue.
