which players the over spenders release will be determined by what interest there is from the under spending clubs, for example the dogs might want to release someone like Eastwood, but they can only do that if another club want him, which hopefully is unlikely(please not us), so therefore they may have to release a player that other clubs actually want to sign, again how much clubs are over will also determine who. remember that they have to free up enough cash to still sign a cheap replacement. So those that have over spent may be forced to release a player that they don't want to, but need to.

I think there are too many suitors for their players to force them to get rid of their stars:
Morris Twins - UK
Eastwood - UK/Tigers/Knights/Warriors
etc.
However, a side like Penrith has star juniors everywhere, so their outcasts could still be decent players.
