are clubs required to have a full roster, if so then clubs in trouble can't let go 2 or 3 lower paid players to get under the cap as then they will be short of the required numbers with no money to sign even cheaper replacements.
if clubs must have a full roster then they will have to move on a well paid player to firstly get under the cap limit and secondly leave enough money to sign someone (cheap cheap) to make up the required amount of players.
if they don't have to sign a full squad, then you've just wasted your time reading this post.

If Titans got Thaiday, I imagine that would be for 2019\. (Broncos are saying they don't want him after 2018.) Hayne would be gone by then (surely they wouldn't put him on $1.2m again) and Titans would have some more space.
