Outlining public transport access to, seating numbers and standards, minimum corporate boxes, catering standards, ground lighting, media facilities etc. Encourage the Sydney clubs to share facilities by saying Sydney will be allowed no more than 5 x NRL approved grounds (excluding the Olympic Stadium).
10/ Refereeing- return to 1 x referee and 2 x line officials per match and make use of the video and other technology to assist. No more referrals to bunker for decision, referee can ask bunker what they see but final decision is referee’s.
11/ Consider limiting the number of current / recent internationals and SOO players in each clubs roster- maybe 6-8 out of 30.
12/ Look to expanding NRL clubs to include a further Brisbane team, a second NZ team, a Perth team, a Adelaide team, a Pacific Islands team (inc PNG). Using the above criteria in points 1 thru 5 Sydney based clubs will have the opportunity to move out should they desire. If all clubs are attaining the minimum standards then expand without the need to shift.
13/ Introduce ‘best practice’ in club administration where clubs present how they do things and if they are later found to be cheating it is one strike and you’re out. The club is kicked out of the competition.
14/ The draw for the following season must reflect the position of the team in the preceding season. Convene a conference of all clubs to determine best way to include SOO games in the season without making them standalone events disrupting the normal draw. Stick to decisions made- no tinkering for life of agreement.
15/ Reduce interchange to 3 players, making the game slightly more of a test of endurance.
16/ Introduce compulsory head gear to be seen to try to reduce HIA.
17/ Reduce trainers running on the field unless player injured.
18/ Introduce a challenge system where teams are allowed 2 occasions per game where the captain can challenge outcome of a play. Can only be within the immediate period prior to the formal challenge.
19/ Referee’s and other officials are to explain their reasoning post match for contentious calls. This can be the next day. They can live or die by their decisions and be held accountable. The ref’s boss should not have to go into contortions to find ways to justify referee decisions,

Agree with a lot of your ideas but not 3, 9, 12 and 16

Not sure what but something needs to be done about the match review committee and the judiciary process. Seems like it's a lottery at the moment.
 
Get the flipping slow mo cam right..... i dont care if a player has got the slightest finger to it... if it looks good in real time... and when played back still looks good.... no need to go do stupid slo mo.... really is annoying

2- Find Bwaith a nice job working in the sewers or something

- Take the staple gun to Greenberg’s melon Mick De Vere style at his first press conference then turf him
- Abolish TPAs
- Get serious about junior and country rugby league
- Sort out the match review committee and make referees accountable for horrendous decisions
- Address game day costs for punters to get more bums on seats and
- Bring back the lower grades on game day
- In doing the above start treating each of the clubs the same and take steps to address the actual and perceived bias in the competition.

I worked in Riyadh, Saudi Arabia for a while. In centre of town was a place called “chop chop” square. Public beheadings took place every Friday. (Not joking folks). I’d support this practice as part of your point 6. as a one off!!

I don't mind the stripping rule but the refs can't be giving blokes 5 or 6 seconds to do it. Nofo should have been called held the other day. Give them 2 secs then called held.

And letting the second player get a good hold of the ball, then the first player orchestrating dropping off really sucks. More than one player involved and that should still end the chance of a steal.

Isn't the draw for the current season based on the standings from the previous season? It used to be that way, not sure if it still is, so you end up playing sides based on how you finished previously.

Then they try to account for all the club requests, e.g. to always get Parra-Tigers on Easter Monday. They also try to ensure clubs likely to be heavily affected by Origin are given byes around that time, so the Origin-round matches aren't decimated.

So the easiest way to "fix" the draw is remove Origin, which will clearly never happen.

I agree with the Captain's call as per @Tigerdave - force the refs to make more on-field decisions and put the onus on the teams to risk their reviews against potential calls. If the captain is right, they keep the review, if not, it's lost. Similar to cricket and tennis, where the onus has shifted to the captain to use his challenges wisely, regardless of whether or not the ref made a boo-boo.
