Don't think it works like that. That cash still needs to be used on 2 spots to round out the roster.

Next years cap money can't be held onto and spent in 2019, it needs to be used for next years squad.

Certainly a team player, looks as though he plays especially well with hookers.

Manly expected to announce they've signed Joel Thompson. Makes sense as their back row is pretty weak. Wonder where that leaves Moylan.

Well if he is guaranteed to be leaving, and there are 3 clubs who want him and we are one of those 3 clubs our chances are:

1/3 = 33.33%

That would assume each club has an equal chance of signing him. There is no way in the world we are competing with clubs like Manly.

We have plenty of money to spend and Ivan as coach, surely we are a chance

there seems to a be an even spread of people thinking we might need one or all of the following:

A better or full time fullback option,
A tall fast winger,
A better halfback,
A dynamic standout back rower.

Unlikely but We might not need any of these. We just don't know.
However we will have a much better idea after 12 plus rounds next year.

Prepare cap space now for 2019 and push for the top 4 with a perfectly recruited missing piece.

Not if you believe the Sunday papers. In one article they have him going nowhere and in another article they have the Sharks as the most likely if he decides to walk,but once again they say he is most likely to stay

Indeed - Merrin would be very handy.
 
I would not take Merrin on what Penrith are currently paying him.

Does that mean that both players will leaving Penrith next year, or that they cannot be there together and one will need to go?

They won't be playing in the same team next season, as I was told by a friend with connections to Panthers.
