He was clearly intending to kick so if you're allowed to drop kick in general play (and not only when attempting a field goal) then I don't see the problem with it. I don't know what the rule is about drop kicks in general play though.

A. Kick is when the ball leaves the hands and contacts the foot.
A drop kick is kicked simultaneously as the ball touches the turf and contacts the boot.

If it does its for a fraction of a second… But yes often, and usually it's simultaneously... I was taught by a former first grader
