It's hard to be positive after that. Ivan took one of the best opportunities in this club's history and completely blew it. Ivan bailing on the club took away any hope however, and sealed the situation.
Just going to have to chip away with a couple of astute signings here and there and ride this mess out.

Long time Bengals supporter here as well and like the tigers i am hoping a new head coach can turn the club around.We have had the team at times but not winning a play off game for so long hurts

Yeah I'm pretty sure most CEOs sign off on contracts from a governance and diligence perspective, not roster-building. Justin Pascoe is a sports business administrator not a coach or a talent scout.
Ceo's should be involved with contract negotiations and the cap management. If Pascoe is just signing of on things then we have the wrong guy.

Well, it depends on organisational structure. Pascoe may or may not be directly responsible for these things and it's silly to suggest he "must" be responsible for some specific task at Tigers.
I would expect that he's responsible for salary cap compliance, but that's only a part of overall cap management. He may have nothing at all to do with the structure of the roster and he may not negotiate the content of contracts at all.
